At first, no one can understand why the Tupamaros, Uruguay's urban guerrillas, would kidnap the reputable US aid worker, Philip Michael Santore. Until the investigation of liberal journalist Carlos Ducas reveals a secret about this supposedly honorable man. Santore is exposed as a military advisor using development aid as a cover to support the police apparatus of the repressive Uruguayan military regime on behalf of the US government.
